Interest rates on home equity lines of credit (HELOCs) seem to be on a downward trend again. That was one big takeaway in the home equity borrowing market this week as rates on the popular product declined to an average of just 8.

Mortgage rates are at their lowest levels of the year, with the average cost of a 30-year mortgage retreating to 6.63 percent as of Aug. 6, according to Bankrate’s national survey of lenders.
